DiosDelRayo completes 'XmrSigner' CCS proposal

DiosDelRayo1 has posted a fourth and final progress report2 for their CCS proposal3 to take over and finish the Monero Signer project4:

To have it actually work the merge of monero PR #9492 is mandatory how it provides the data necessary for the offline signing, what is until now not exposed but rather written directly to files and only read in from files.
