Boog900 completes third milestone for Cuprate CCS

Boog9001 has completed2 the third (penultimate) milestone for their latest CCS proposal3 to continue full-time development work on the Cuprate4 project:

v0.0.4 should be coming very soon [..] I am requesting payout of the third milestone to the same address

Progress overview

* released v0.0.2 & v0.0.3
* created a system to generate docs for the config file from code comments
* Added tx-pool relay rules
* Fixed a bug with reorgs
* Added the code to recover from a bad reorg with enough PoW
