[LTH] Someone to write a Python script: 0.15 XMR

If someone writes a python script that has the minimum functionality of: (1) can take in a block number as input and calculate the base fee for that block. (2) can take in a range of blocks and return a list of base; Also, the script only needs to work for post-Ring-CT blocks.
