woodser releases monero-java v0.8.64, monero-ts v0.11.21

woodser1 has released new versions for two Monero libraries: monero-java v0.8.642 and monero-ts v0.11.213.

* [both] Synchronize tx note access with wallet cache writes
* [monero-java] Clear tx notes set to null consistently across native and RPC wallets
* [monero-ts] Remove unused uuid and serialize-javascript dependencies
