woodser releases monero-cpp v0.8.11, monero-java v0.8.32

woodser¹ has just released new versions for two Monero libraries: monero-cpp v0.8.11² and monero-java v0.8.32³.

Changes overview

*[both] update to monero-project v0.18.3.4, remove unlock time config
*[both] add windows dependency: mingw-w64-x86_64-icu
*[both] add bcrypt as windows dependency
*[monero-cpp] remove table of contents from readme
*[monero-java] tolerate missing fees field from fee estimate
