[ANN] MRL: Selfish mining mitigations (Publish or Perish)

Monero is currently being attacked by a malicious pool that has around 33% of the network hashrate (α = 0.33). There is no evidence that the malicious pool has reached the majority of the network hashrate. [..] This is a proposal to mitigate selfish mining. It assumes that Monero keeps RandomX as its consensus mechanism and that α < 0.5.
