selsta posts November 2023 dev update

selsta1 has posted a monthly CCS progress report2 for November 2023, which includes several dev updates.

Milestone 1:
- Prepare v0.18.3.2 with RandomX crash fix for macOS ARM and ZMQ bug fixes.
- Upgrade our Android NDK to fully support C++17, not PRed yet because of a miniupnp build issue.
- Multiple smaller GUI bug fixes.

Note that misc work is not explicitly mentioned in these updates. The full list of changes can be found on Github3’4.

This update completes the first milestone of selsta’s part-time (Nov 2023 - January 2024) Monero development CCS proposal5.
