[ANN] modernRX v0.3.12 - improved RandomX initialization

I just finished optimization series of algorithm initialization (dataset generation) and wanted to share the status with you. I achieved almost 50% speedup over original RandomX, and close to 20% (roughly tested) over xmrig version of dataset generation for a Zen 3 CPUs [..]
