jeffro256 completes 2024 Q4 Monero dev work CCS

jeffro2561 has posted a third and final progress report2 for their full-time 2024/Q4 Monero (Carrot3) development work CCS proposal4:

There are a few minor tweaks being proposed to Carrot after weeks of discussion about post-quantum adversaries, as well as optimization. [..] And thanks to everyone who contributed to my CCS, it is greatly appreciated!
