[ANN] MRL: Proof-of-Work-Enabled Relay ('PoWER')

128-input FCMP++ txs currently take >1s to verify on high-end machines. There is room for further optimization, however, it’s estimated that verification of high input txs will be far from instant. Additionally, creating invalid txs is effectively instantaneous. This presents a DoS vector: a malicious actor would be able to spam a node with high input junk txs, forcing the node to waste cycles verifying junk. The problem is made worse if the malicious actor has access to many IP’s.
