hinto-janai completes Cuprate RPC handlers CCS

hinto-janai1 has posted a second and final progress report2 for their latest full-time Cuprate3 dev work CCS proposal4 focused on RPC handlers5:

Day 120, I believe milestone 1 & 2 can be claimed. The main PR6 is done but requires review and will most likely need changes before merge. Regarding binary strings, the RPC handlers themselves are done although the inner callstack and semantics will need to wait until they are finalized in monerod.
